Caregiver Program

The Caregiver Program in Canada allows foreign caregivers to work temporarily or become permanent residents if they meet certain criteria. In 2024, Canada continues to focus on pathways that offer both work permits and permanent residency for those who care for children, the elderly, or people with medical needs. The program has two primary pathways: Home Child Care Provider Pilot and Home Support Worker Pilot.

1. Caregiver Program Overview

The Caregiver Program offers two distinct streams under the Home Child Care Provider and Home Support Worker pilots. Both streams are designed to provide a pathway to permanent residency after gaining Canadian work experience.

2. Home Child Care Provider Pilot

This stream is for caregivers who provide care for children under 18 years of age in private homes. The key requirements include:

  • Job Offer: You must have a full-time job offer from a Canadian employer to work as a child care provider.
  • Work Experience: Applicants must have work experience caring for children in a home setting, either abroad or in Canada.
  • Language Proficiency: A minimum Canadian Language Benchmark (CLB) score of 5 in either English or French is required.
  • Education Requirements: You need to have completed at least one year of post-secondary education. If your education was completed outside Canada, you’ll need an Educational Credential Assessment (ECA) to show it’s equivalent to Canadian education standards.
  • Work Permit: Applicants receive an occupation-specific work permit, meaning you can change employers without needing a new permit, but must stay in the caregiver occupation.
  • Pathway to Permanent Residency: Once you have completed 24 months of full-time work experience in Canada as a caregiver, you can apply for permanent residency.

3. Home Support Worker Pilot

This pathway is for caregivers who provide personal care for the elderly, persons with disabilities, or those with chronic or terminal illnesses in private homes. The requirements are similar to the Home Child Care Provider Pilot:

  • Job Offer: You need a full-time job offer as a home support worker from a Canadian employer.
  • Work Experience: Work experience in Canada as a home support worker (including helping with daily activities such as bathing, feeding, and dressing) is essential.
  • Language Proficiency: Minimum CLB score of 5 in English or French.
  • Education Requirements: At least one year of post-secondary education is required, with an ECA for education completed outside Canada.
  • Work Permit: Like the child care stream, you’ll receive an occupation-specific work permit that allows job flexibility within the caregiver occupation.
  • Pathway to Permanent Residency: You must accumulate 24 months of full-time work experience in Canada to qualify for PR.

4. Key Features of the Caregiver Program (2024 Updates)

  • Occupation-Specific Work Permits: Caregivers are now issued permits tied to their occupation rather than a specific employer, giving them more flexibility to change employers while still working in caregiving roles.
  • Family Members: Caregivers can apply for open work permits for their spouse/partner and study permits for their dependent children, allowing families to stay together in Canada.
  • No Labour Market Impact Assessment (LMIA) Required: Unlike previous versions of the caregiver program, employers no longer need to go through the LMIA process, which simplifies the hiring process for caregivers and their employers.
  • Permanent Residency Pathway: Once you complete 24 months of authorized full-time work, you are eligible to apply for permanent residency, provided you meet language, education, and work experience criteria.
  • Temporary Residence with Immediate Family: Caregivers can come to Canada with their immediate family members, allowing spouses to work in Canada and children to attend school.

5. Additional Eligibility Requirements

In addition to the specific program requirements, applicants must:

  • Prove Intent to Leave Canada (if they are applying for a temporary work permit) unless they are seeking PR.
  • Medical Examination: Depending on the job, you may need to pass a medical exam to ensure you are in good health.
  • Proof of Sufficient Funds: You must show that you can financially support yourself and any accompanying family members, particularly if you are seeking permanent residency.

6. Application Process

  • Step 1: Job Offer: Secure a valid job offer from a Canadian employer.
  • Step 2: Apply for Work Permit: Apply for an occupation-specific work permit through the caregiver pilot streams. Spouses and children can apply for open work permits or study permits.
  • Step 3: Gain Work Experience: Accumulate 24 months of full-time caregiving experience in Canada.
  • Step 4: Apply for Permanent Residency: Once you meet the 24-month work experience requirement, submit your PR application.

7. Program Caps

Each stream under the caregiver program has an annual cap on the number of applicants accepted. In 2024, both streams are capped at 2,750 principal applicants per year, so it is important to apply early to secure a place.

8. Processing Times

The initial work permit application can take 6 to 12 months for processing, and once work experience requirements are met, permanent residency applications under these programs are processed within 6 months.
